Making Washington Work For Maine

I know how Washington works. I know what’s broken. And I know how to fix it. Here’s what I’ll focus on in Congress:

FIRST

We Can’t Deliver On The Change Maine Needs Unless We First Reform Our Crumbling Democracy and End Washington Corruption:

Stamp Out Corruption and Save Our Democracy

The foundation of our democracy is trust – that every eligible citizen can vote, every vote is counted, and elections are safe and secure. But that foundation has been shaken by dark money, gerrymandering, and attacks on voting rights. We need big reforms to restore faith in our system.

I’ll fight to:

  • Pass a Constitutional Amendment to overturn Citizens United.
  • End the dark money loopholes that let billionaires and corporations buy elections.
  • Ban corporate PACs and lobbyists from donating.
  • End partisan gerrymandering so voters pick their leaders, not the other way around.
  • Pass federal voting rights so no eligible voter is denied their voice at the ballot box.
  • Support public financing of elections so grassroots voices can compete with corporate money, similar to the system we have here in Maine.

For too long, wealthy donors, big corporations, and lobbyists have had way too much influence. They use their money and access to buy tax breaks and favors, while families in Maine pay the price. I’ll fight to make Washington work for us, not them.

Here’s how:

  • Ban members of Congress from trading individual stocks.
  • Implement a ban on former members of Congress becoming lobbyists after office.
  • Strengthen ethics rules and create a code of conduct for Congress.

I’ve spent my career standing up to the powerful and well-connected. In Congress, I’ll keep fighting to put people ahead of special interests.

Our highest court should not be controlled by partisan politics. There are no enforceable ethics rules for justices right now, and too many conflicts of interest are left unchecked. It is time to bring accountability to the Supreme Court.

I support reforms including:

  • Establishing a binding code of ethics for justices.
  • Requiring justices to recuse themselves in cases where they have conflicts.
  • Limiting terms on the Supreme Court through a rotation system so that no justice holds power for decades.

In Washington, corporate lobbyists and special interests throw their weight around while regular people get left out. Foreign governments have a seat at the table too – but families in Maine don’t. That has to change. Our government should answer to the people who elect us, not the highest bidder.

Here’s what I’ll fight for:

  • Ban lobbyists from giving money to members of Congress, political parties, or PACs.
  • Close the revolving door by stopping members of Congress and senior officials from cashing out as lobbyists – and put longer cooling-off periods in place for top staff.
  • Make lobbying meetings and spending reports available to the public right away, in plain English.
  • Give real teeth to watchdogs like the Office of Congressional Ethics so they can actually hold lawmakers accountable.

This isn’t complicated – it’s about making sure Washington works for Mainers, not for lobbyists and big corporations.

THEN

Once we fix our broken political system, we can deliver on the big reforms Maine needs:

Affordability

Healthcare should work for people, not corporate profits. In Maine, too many families struggle to get care close to home – especially in rural communities where hospitals and clinics are under constant threat. I’ll fight to make sure every Mainer has access to quality, affordable care, no matter their ZIP code.

Here’s how:

  • Offer a real choice with Medicare for All Who Want It – I support creating an optional public insurance option built on existing Medicare infrastructure. This is a balanced, inclusive approach that offers choice today, expands coverage dramatically, and lays the potential foundation towards a possible single-payer system in the future.
    • Medicare for All Who Want It would provide a public plan that utilizes the Medicare structure, with generous subsidies and cost support. 
    • To keep premiums down, plans would be backed by government financial help.
    • Low-income families will be eligible for subsidies that could make premiums as low as $0.
    • People who are uninsured and eligible could be automatically signed up. Subsidies could cover most or the entire cost of the plan. But there is always the option to opt-out if folks prefer private coverage.
    • This plan preserves private insurance, and offers a true choice to families. If your job offers insurance and you like it, you can keep it. If you prefer an option on the public marketplace, you can sign up for it. But if your job doesn’t, or you want to opt-in to the Medicare-style plan, you can buy into Medicare for All Who Want It. 
  • Protect and expand existing access – I’ll defend the Affordable Care Act, fight back against Medicaid cuts, and push to expand coverage so all Mainers can see a doctor without going broke.
  • Hold Big Pharma accountable – It’s time to end price gouging. I’ll work to let Medicare negotiate all prescription drugs and bring oversight to sky-high drug prices.
  • Cover maternal and family care – Insurance should cover all maternity care, from prenatal checkups and ultrasounds to delivery and postpartum care — with no co-pays or deductibles. I’ll also fight to make sure IVF is covered so families can make the choices that are right for them.

I understand these struggles firsthand. When I was born, my mom had to leave the workforce to provide childcare for my family. But when my twin brother and I turned 3, she was forced to go back to work outside the home to provide health insurance for our family, because the church my father served couldn’t afford it. 

My experience taught me whose side I need to be on. I’ll never take a dime from pharmaceutical or insurance companies. My priority is putting Mainers first.

Housing in Maine is completely unaffordable for too many families. Corporate landlords and hedge funds are buying up homes and driving prices through the roof, while everyday Mainers are left behind. Housing should be for people, not profits.

Here’s my plan:

Hold Corporate Landlords Accountable

  • Stop Wall Street investors and hedge funds from buying up single-family homes by reducing their tax deductions.
  • Put limits on how many homes corporate landlords can buy.
  • Protect mobile home parks from private equity buyouts that jack up rents and force families out.

Build More Homes, Faster

  • Accelerate construction of new homes, including affordable units here in Maine, by cutting red tape and encouraging innovation like modular and 3D-printed housing.
  • Provide tax credits to businesses that build housing for working families.
  • Create federal workforce training programs so Maine has the construction workers we need to build homes.

Help First-Time Homebuyers and Renters

  • Allow first-time homebuyers to defer property taxes for up to five years, with the federal government filling the gap.
  • Expand tenant protections and ban companies from using algorithms to fix rent prices.
  • Enact anti–rent gouging laws to stop excessive rent hikes during shortages or emergencies.

Invest in Rural Maine

  • Boost USDA rural housing programs and federal block grants to help small towns build and renovate homes.
  • Expand broadband and modern infrastructure so rural towns can support new homes & attract families.
  • Incentivize hiring local workforces so money invested in building homes goes back into the community.

Starting a family and having children should not be a luxury for the wealthiest Americans. It should be something all Americans have the opportunity to achieve, and to make that possible, we need to make childcare easy to find, affordable, and treated like the necessity it is. I’m proposing a $10 a day cap, per child, on out-of-pocket childcare costs for families earning less than $250,000 per year.

Every Maine family in rural, urban, and mid-size communities deserves access to affordable childcare. The federal government should provide grants to qualifying childcare providers, allowing them to guarantee this new rate and ensure that everyone can afford the childcare they need. Our policy would include stipends for alternative caregiving models, including stay-at-home parents, and compensation for relatives providing childcare.

A mistake of the last few decades is not recognizing that early childcare work is a critically important profession that deserves respect, stability, and fair compensation. Childcare work should be a well-trained, well-compensated job that is realistic and attractive.

Unrigging Our Tax System

Wealth inequality is worse today than ever before. The top 0.1% of Americans control more than 13% of the country’s wealth. While the rich get richer, working families across America are suffering and falling further behind. 

The richest families in America can afford to pay their fair share to invest in the future of America and promote the public good We need to level the playing field and generate new federal revenue by reforming our tax system to include a 2% annual tax on every dollar of a household wealth over $50 million, and a 4% Billionaire Surcharge tax on households with a net worth over $1 billion. This tax reform would apply to only 75,000 households nationwide – and just a handful of families in Maine – but it would benefit everyone in our state.

This new tax reform will help ensure that ultra-millionaires and billionaires in America pay their fair share and generate $4 trillion in new revenue over the next 10 years. With this reform, we can create an affordable future for all Americans and fix broken systems that have led to out-of-control costs of childcare, healthcare, and housing.

Working Mainers shouldn’t be crushed by taxes while billionaires use loopholes to dodge taxes. I’ll push to lower the federal income tax rate for households making under $50,000 a year to just 1% – putting more money back in the pockets of the families who need it most.

Here’s how my plan works: 

  • Lower taxes to 1% on first $50,000 earned, so families see real tax savings they can use to pay for household necessities, like groceries, heating oil, and rent. 
  • Automatic and easy tax filing for households who make less than $50,000 a year.
  • Paid for the right way, by enacting the Ultra-Millionaire Tax Plan, closing tax loopholes for billionaires, ending special tax breaks for corporations that send American jobs overseas, and catching wealthy tax cheats.
  • Phased relief above $50,000 to avoid a benefit cliff, so families won’t jump to the full normal tax bracket for earning just above $50,000. We’ll enact a cut-off for the ultra-wealthy to ensure that they still pay their fair share.

Together, we can put more money back in the hands of the working families who need it most.

Consumer Protection

  • Cap overdraft fees at $5 per transaction. I know firsthand how crushing overdraft fees can be – I got hit with them working my way through college. Susan Collins voted to let big banks jack them back up. I’ll restore the $5 cap, saving families hundreds each year.
  • Crack down on hidden junk fees. Airlines, banks, credit cards, and ticketing companies tack on fees at the last minute. I’ll fight to ban these tricks and bring transparency to every transaction.
  • Protect consumers with strong watchdogs. I’ll restore funding and power to the Consumer Financial Protection Bureau and Federal Trade Commission so they can hold corporations accountable.

  • Ban price gouging in emergencies. During disasters or pandemics, no company should exploit families with inflated costs.
  • Shine a light on price-setting. I’ll require corporations to disclose how they set prices so they can’t pad profits in the shadows.

Bankruptcy laws should give struggling families a second chance, not strip away their dignity. I’ll fight to:

  • Simplify the process with free, fast-track options for low-income families.
  • Raise homestead and vehicle exemptions so people don’t lose their homes or cars.
  • Finally allow student loan debt to be discharged in bankruptcy, just like medical or credit card debt.

  • Cap payday loan interest rates nationwide. No family should get trapped in a cycle of debt just because they need a small loan to get by.
  • Close loopholes that payday lenders use to dodge regulations.
  • Expand postal banking. Letting the Post Office offer basic services – like cashing checks, savings accounts, and small loans – would give families safe, affordable alternatives to predatory lenders.

Outlaw surprise medical billing. No Mainer should get hit with a bill they never saw coming.

I’ll require hospitals and insurers to post clear prices, give upfront cost estimates, and provide bills people can actually understand.

When you buy something, you should be able to fix it – either yourself or at a local shop.

I’ll fight for a national right-to-repair law so manufacturers can’t lock down parts, software, or manuals and force you into expensive repairs.

No company should be so big that it sets its own rules. I’ll fight to restore real competition so Mainers have choices – and fair prices.

  • Stop mega-mergers that reduce competition and raise prices.
  • Break up monopolies that already dominate markets and abuse their power.
  • End secret price-fixing agreements between corporations.

Companies make it easy to sign up – and nearly impossible to cancel. And too many deceive consumers into signing up for “free” trials that automatically convert to paid subscriptions.

I’ll push for:

  • A national “click to cancel” rule: simple online cancellation, no hidden hoops, no manipulative one-time offers, and real penalties for violators.
  • A federal law banning automatic enrollment in paid subscriptions at the end of a free trial: clear opt-ins only, no surprise charges, and no tricks in the fine print.

Stand with Organized Labor and Promote Maine’s Small Businesses

Maine’s economy runs on small and local businesses – from family-owned shops to tourism, fishing, and farming. But too many of these businesses are being squeezed by unfair trade policies, red tape, and sky-high costs. We need to give them the tools to succeed, grow, and keep our communities strong.

Here’s how I’ll fight for them:

  • End harmful tariffs. Trump’s tariffs have driven up costs and hurt Maine businesses. We need to establish consistent trade policies so businesses can thrive.
  • Simplify starting a business. It shouldn’t take tons of paperwork to open your business. I’ll create a single small business portal to upload necessary forms and tax filings. 
  • Protect small businesses from credit card gouging. Big credit card companies shouldn’t be able to charge outrageous interest rates on small business owners just trying to get by. I’ll fight to cap these rates so entrepreneurs can reinvest in their businesses instead of lining Wall Street’s pockets.
  • Invest in Maine’s local economies. From coastal towns that rely on tourism to rural communities that need new jobs, I’ll make sure federal investment supports the businesses that keep Maine moving forward.

Small businesses aren’t just part of our economy – they’re part of who we are as Mainers. In Congress, I’ll put them first.

Growing up in Lewiston, my family lived mostly paycheck-to-paycheck. It was my mom’s union membership that allowed our family to have health insurance when the church my dad served could no longer afford to provide it for our family. 

I worked construction and worked many jobs through high school and college, including in the Bates College cafeteria. Mainers are hard workers. Workers deserve the right to organize and band together to ensure they get the respect and benefits they deserve. To me these include being able to make enough money to afford a house, healthcare, child care and to have a little breathing room for a rainy day and retire with dignity. In Congress, I will be a champion for the Protecting the Right to Organize (PRO) Act to hold businesses accountable for violating worker’s rights and give more folks the chance to join a union to make those things possible for more Mainers.

Mainers have a proud tradition of building ships that keep us safe and power our economy, that’s why I’ll always fight to protect our shipyards and to make sure that the Davis-Bacon prevailing wage is adhered to and remains the law of the land. 

I believe that no Mainer who is working full time should live in poverty. Maine’s cost-of-living minimum wage increases are a good place to start but I support a $15 minimum wage and also believe we have to raise the federal minimum wage which has not been raised since I was in college.

Maine workers are the backbone of our state and everything that powers it. As your Congressman, I’ll always have Maine workers’ backs.

Earlier this year, I became a dad which made this issue all the more urgent to me. Congress has to stop robbing from our kids’ futures to pay for tax breaks for billionaires and corporations. Reckless tax cuts, that Susan Collins has supported, have blown trillion dollar holes in the national deficit without making life any better for hardworking Mainers. My ultramillionaire tax proposal would be a good start to tackling the debt providing the revenue we need to expand access to quality, affordable healthcare, cap child care costs and build more affordable housing. 

In Congress, I would support efforts to crack down on tax cheats to reduce the debt without cutting programs Mainers rely on. I also would fight to make sure Medicare continues to have the ability to negotiate drug prices which is estimated to save the federal government $6 billion. There are smart ways we can tackle the debt and lower costs without kicking Mainers off their healthcare or going after the Social Security benefits Mainers have earned.

Environment

We all love Maine’s natural beauty, and protecting it doesn’t happen by accident. We can thank leaders like our own Senator Ed Muskie, who helped pass the Clean Water Act and made sure we had something worth passing down. I want to build on that legacy, which is why I will fight to protect our land, water, and forests from corporate polluters. That starts with restoring and strengthening the Environmental Protection Agency from the cuts it has seen under the Trump administration.

Maine’s lobster and fishermen, as well as our farmers, are seeing the effects of climate change every day. In Congress, I’ll work alongside Maine lobstermen, fishermen and farmers to find solutions that protect their industries for years to come without putting unnecessary and unhelpful burdens on their work. 

Maine is also home to the most beautiful national park and national monuments in the country. In order to protect these for generations of Mainers to come, I will fight to fully staff our national parks and to protect them from drilling and development.

We don’t have to choose between good jobs and a clean environment. Maine can lead the way on clean energy and lower energy costs, all while protecting the industries and way of life that make our state home. 

I believe that starts with restoring tax credits for Mainers who want to install solar panels to power their homes with clean energy and save money. I also believe we need to invest in expanding clean energy infrastructure from installing things like wind turbines, solar panels and heat pumps, but also by training Mainers to do the high paying jobs that come along with that like construction, installation, and repairs.

Equality & Civil Rights

All Mainers should be able to make their own reproductive health decisions, free from political interference. Despite the heroic efforts of Governor Mills and the state legislature to protect reproductive healthcare and access to abortion in Maine, these rights are under threat. Donald Trump and Congress could strip these rights overnight – even in Maine – thanks to Trump’s appointments on the Supreme Court overturning Roe v. Wade. That’s why I will fight to codify Roe v. Wade into law, restore and improve funding to Planned Parenthood, and ensure women across Maine and the country have access to the reproductive healthcare they need.

The Wabanaki people have called Maine home for generations. They have lived, farmed and raised their families here for generations. It is past time that the federal government treated Maine’s tribes like it does every other tribe in the continental United States. This is an issue of fundamental human rights to me. In Congress, I’ll fight fiercely for Maine’s tribal nations to have equality and sovereignty. But I believe we must do more to support our indigenous neighbors which is why I will back efforts to fund affordable housing on tribal lands by ensuring the Indian Housing Block Grant is fully funded, and pledge to keep my door open and be available to tribal leaders to learn how I can best support their efforts.

Far too many LGBTQ+ Americans can get married on a Saturday and fired the following Monday because of who they are or who they love. In Congress, I’ll fight to pass the Equality Act to ensure LGBTQ+ Mainers can’t be discriminated against at work, when buying a house and in other key areas of life. 

Tragically, many young LGBTQ+ Americans deal with mental health challenges. Growing up in a Christian family and environment, I too struggled with what coming out would mean for my relationships and future. Luckily, I received overwhelming love and support but that is not the case for everyone and we must work to create and protect resources that help young people who are struggling. Yet, cruelly the Trump administration cut funding for the LGBTQ+ suicide prevention hotline putting folks at risk. As your Congressman, I will fight to restore funding to this critical hotline.

Veterans

Mainers have a long history of serving our country and we owe it to our service members to provide the best healthcare and benefits we can to those who served. Over the decades we have learned that combat injuries are not only physical, but also mental and emotional. 

The Department of Veterans Affairs in the 21st century must be equipped to help veterans struggling with mental health issues and substance use disorders, so that they can return to civilian life with every opportunity to thrive. Making sure that veterans in Maine can receive as much treatment as possible in Maine will always be a top priority for me. 

In Congress, I will make sure that the GI Bill, which has allowed so many veterans to earn a quality education, remains focused on the educational opportunities of the future. I am also a strong supporter of job training programs for our veterans so that they can quickly transition to good paying, civilian jobs that take advantage of their skills.

Social Security and Medicare

Medicare and Social Security aren’t handouts. They’re promises. Promises we’ve made to people who worked hard their whole lives and paid into a system they expect to be there when they need it.

I will fight to protect both, starting with expanding Medicare’s ability to negotiate all drug prices to lower costs for Maine seniors, not just a select few. I will also fight to expand Medicare so it finally covers vision, dental, and hearing. Seniors shouldn’t have to worry about getting glasses, a hearing aid, or visits to the dentist.

And to keep Social Security strong, I will oppose any attempts to privatize Social Security and work to make sure the Social Security Trust fund is solvent for the next generation of retirees.

I know that ensuring seniors can stay in the communities they’ve built is essential. That’s why I will work to protect our healthcare providers, hospitals, and nursing homes in rural Maine from closing by reversing the disastrous cuts by the Trump administration.

Gun Safety

Everyone who buys a gun should go through a background check. Universal background checks are a just plain commonsense measure that make sure guns don’t fall into the hands of dangerous people: felons, domestic abusers, and those barred from having guns for mental health reasons.

Too many gun sales happen without any check at all. I support closing the loopholes on gun shows, online sales, and person-to-person commercial sales.

Maine has a proud hunting tradition. I grew up around it. The Second Amendment and rights of responsible gun owners are things I respect. But that doesn’t mean we can’t also take some basic steps to keep people safe.

Mainers deserve to live their lives without fear. To drop their kids off at school. To grab groceries. To bowl a few frames on a Friday night. That’s what freedom should feel like. And I’ll fight like hell in Congress to make sure what happened in Lewiston never happens again.

Red Flag Laws are a commonsense safeguard that will save lives. If someone is in crisis and poses a danger to themselves or others, families and law enforcement should have all the legal tools necessary to step in before tragedy strikes.

Maine knows the cost of doing nothing. We lived through it in October 2023 when a lone gunman killed 19 people and injured 13 in my hometown of Lewiston. Supporting Red Flag Laws is about taking all responsible steps to keep our communities safe from gun violence while respecting the rights of responsible gun owners.

Assault Weapons don’t belong in schools, churches, grocery stores – or bowling alleys. An assault weapon ban is a commonsense gun safety measure.

Assault weapons were designed specifically to kill as many people as possible, as quickly as possible. Assault weapons were not designed for hunting, and not necessary for self-defense. It’s long past time Congress passed a ban to keep our communities safe.

To protect our communities from gun violence, we need to invest in commonsense safety measures. That means making federal investments in mental health care, increasing security at schools, and stronger community programs. Mental health care needs to be treated like regular health care. It should be accessible, affordable, and available to every person who needs it. And we must give our kids support before a crisis happens, by ensuring every school has the resources to protect students.

Education

I was only able to go to college because I qualified for need-based student loans but long after I graduated my family was still paying off those loans because of predatory interest rates. 

With interest rates on student loans, far too often Maine kids are making their regular payments but their loan balance just never seems to go down. 

In Congress, I’ll crack down on these practices and work to make federal student loans interest free so the next generation of Mainers aren’t caught in a never ending cycle of paying off student loan interest.

Taking on massive debt or having to work several jobs through school shouldn’t be the only way Mainers can access higher education. Our great small businesses across Maine as well as local hospitals, police and fire departments and other essential services need trained workers who want to serve their communities. 

By making community college free, we can ensure that Mainers have access to the education and training programs to fill jobs open today and the jobs of the future, and as your next Congressman I’ll work to get it done.

In 2025, I became a dad and am fulfilling my dream of raising my family here in Maine. I believe all Mainers should be able to afford to raise their kids in the state we love so much. And that starts by ensuring the next generation of Mainers has access to early childhood education. We know that every $1 invested in early childhood education creates $7 in returns. As our next Congressman, I will fight to pass legislation that makes pre-K free for every Maine kid regardless of who they are or the zip code they grow up in.

Not every good job needs a four-year college degree. Maine needs more carpenters, electricians, plumbers, welders, health care workers, and clean-energy builders. Trade schools and apprenticeships give people the chance to learn real skills, earn a paycheck, and build a future.

I’ll fight to:

  • Invest in trade schools. Increase federal funding for technical and vocational programs so students can train for high-demand careers without taking on debt.
  • Expand apprenticeships. Create more federally supported apprenticeship programs so that people can earn while they learn and develop real skills and a paycheck at the same time.

National Security

Keeping Americans safe at home and abroad is a vital part of Congress’s duty to Americans and one that I will never take lightly. 

We must begin by restoring alliances that are critical to keeping Americans safe at home and abroad and maintaining peace in the world. The U.S must also reassert itself as a leader on the global stage that stands up for human rights, democracy and against authoritarians.

Maine has always played a central role in keeping America safe and secure. Immigration

Masked agents are arresting people – many of whom turn out to be in America lawfully – without proof of identification, visible badges, and sometimes even wearing masks to hide their identity.

We must end unlawful arrests that occur without due process and warrants, and mandate proper identification for officers involved in immigration activities. 

No one should live in fear of being torn away from their family, their school, or their community. We must stop cruel raids and inhumane detention practices. It’s not who we are as Mainers, and not who we are as Americans.

Millions of people live, work, and raise families here without a way to earn legal status. I’ll support a clear and fair path to earned citizenship.

Corporations shouldn’t be able to exploit immigrant labor by paying poverty wages and denying rights. I’ll crack down on those abuses so all workers are treated with dignity.

We need both a secure border and comprehensive immigration reform. Smart, effective border security to keep our country safe, and real reform to fix the system. One without the other won’t work.
